Abstract

The study aimed to identify the level of institutional performance of Palestinian universities in the Gaza Governorates in light of the high-involvement management approach, from the perspective of their staff, and to examine the statistical significance of differences at the significance level (α ≤ 0.05) between the mean scores of their ratings attributable to the variables (gender, job classification, and university), in order to propose mechanisms for developing this level. The study used the descriptive-survey and developmental approach, and the sample consisted of (308) academic and administrative staff members from (Al-Aqsa University, the Islamic University of Gaza, and the University of Palestine), to whom a questionnaire was administered. The study found that the level of institutional performance was “moderate”, and that there were no statistically significant differences between the mean ratings attributable to the study variables. The study presented proposed mechanisms for developing it, and to verify their validity, the consistency of their components with the study’s objectives, and their applicability within the Palestinian context, a focus group method was used, with the participation of (12) experts specializing in educational administration. The study recommended that the Ministry of Education and Higher Education and the universities adopt these mechanisms and integrate the high-involvement management approach into the professional development programs for university staff.
